April 2022 • Florida Pool Prosm 9 LEGISLATIVE UPDATE By Dallas Thiesen, Senior Director of Government Affairs / Dallas@FloridaPoolPro.com 2022 Florida Legislative Session Wrap-Up The 2022 Florida Legislative Session is now over! This session shaped up to be very successful for FSPA and the Florida swimming pool and spa industry. The FSPA government affairs team, with the help of several FSPA members, successfully lobbied for the passage of two of FSPA’s legislative priorities and helped defeat bills FSPA opposed. FSPA also continued to expand its network of legislators and staff willing to fight for issues important to the Florida swimming pool and spa industry. Senate Bill 222 passed the Florida House and the Senate unanimously, and without a single “nay” vote throughout the entire policy committee process or any amendments to the originally filed bill. SB 222 is also the first major amendment to Section 489 of the Florida Statutes in almost 30 years. Now that SB 222 has passed both chambers of the Florida Legislature it will be transmitted to the governor for his approval. SB 222, would allow an exemption for CPC and RPC pool and spa contractors to hire unlicensed subcontractors to work under their supervision. Once SB 222 is approved by Governor DeSantis, the exemption will take effect July 1, 2022. Senate Bill 364, which creates the Florida Swims Specialty License Plate, was passed by both the Florida House and Senate and will now be transmitted to Governor DeSantis for approval. The license plate created by SB 364 will help fund FSPA’s Florida Swims Foundation and its mission to fund childhood swimming lessons throughout the state of Florida. Additionally, there where several bills proposed by the legislature that would have significantly altered the Construction Industry Licensing Board’s ability to consider past felony convictions of license applicants. FSPA forcefully opposed these efforts and all bills have been withdrawn from consideration. Overall, the 2022 Legislative Session was very productive for FPSA and has set the stage for future success!
